BvCW publishes list of interested municipalities & federal states for cannabis model projects

2024-12-10 | There is great interest in scientific model projects for the regulated distribution of recreational cannabis. A survey by the German Cannabis Business Association (BvCW) revealed that at least 27 municipalities and federal states have expressed an interest in cannabis model projects. The majority of these have passed corresponding resolutions, while the others have expressed their intention in other ways, e.g. through press statements or the publication of corresponding agreements. The high demand clearly shows the need for “Pillar 2” of the Cannabis Act. The BvCW continues to campaign for the corresponding Consumer Cannabis Science Competence Ordinance (KCanWV) to be issued by Federal Minister of Agriculture Cem Özdemir (The Greens) as soon as possible.

Municipalities and federal states interested in cannabis model projects in Germany

With the entry into force of the Cannabis Act, according to Federal Ministry of Health “regional pilot projects with commercial supply chains ” can be created. The aim of this approach is to effectively contain the black market, strengthen the protection of minors and protect the health of consumers. At the same time, the model offers the opportunity to test new regulations on regulation and legal sales in practice. Scientific support can measure and evaluate the economic, health and social effects of a regulated tax. These findings could help to realistically assess the opportunities and challenges of possible legalization across Germany and the EU.
