Lower Saxony introduces catalog of fines for cannabis use

2025-04-08 | In Lower Saxony, adults will face fines of up to 1,000 euros for cannabis use in sensitive areas, LTO reports. A new state-wide catalog serves as a guide for municipalities for violations of the Cannabis Act (CanG). Anyone who smokes pot in the presence of minors or within sight of schools, daycare centers or playgrounds, for example, must expect fines of between 20 and 1,000 euros. Consumption is also prohibited in pedestrian zones during the day and is punishable by fines of up to 500 euros.

For possession quantities above the permitted 50 grams, the catalog provides for fines of up to 1,000 euros. Advertising or sponsoring cannabis can be punished with a fine of up to 15,000 euros. The controls are the responsibility of the local authorities, who had already warned in advance of the high administrative burden. The state government announced that it would monitor the burden of implementing the regulations.
