POSITION SUMMARY:
Under the general direction of the Puyallup Tribal Council, the Tribal Government Relations Director oversees the Tribal Government Relations Department and is responsible for the development, management and implementation of the Puyallup Tribal Council’s Federal, State and Local Government policies and objectives involving local, state and federal government affairs. This position maintains and nurtures the relationships with government(s), associated authorities and all committees, and, legislatively represents and protects the Tribe’s unique interests.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Assists the Tribal Council in establishing legislative strategies and development of policies and plans which align with government laws, regulations and Tribal Council priorities.
2. Leads the analysis of proposed legislative actions, determines the potential impact on the Tribal organization and develops appropriate responses.
3. Assists the Tribe with the management of Federal, State and Local Contribution Accounts.
4. Has overall responsibility for shaping the policy environment, government and stakeholder outreach and managing the Tribe’s relationship with regulatory agencies.
5. Plans and implements a strategic Government Relations plan to create a favorable policy environment for the Tribe’s critically important gaming, cannabis and tobacco business transactions.
6. Maintains and expands the depth and breadth of the Tribe’s external stakeholders including national and local governments, industry associations, academia and merchants by building strong and lasting positive relationships.
7. Engages and works cooperatively and collaborates with the Tribe’s relevant internal business divisions and internal stakeholders such as Legal, Compliance, Communications and Risk Management to ensure understanding and support for the Government Relations department.
8. Positions the Tribe externally through strategic reputation-building programs, seminars, training programs and communication with various governmental agencies and other stakeholders.
9. Proactively anticipates, identifies and manages political and policy risks which could affect the Tribe’s image, reputation and market position.
10. Supports crisis management matters with Tribal Council and, as appropriate, with government officials, lawmakers, and industry association groups, including working closely with the Tribe’s Communications Director.
11. Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
This position will provide oversight to the Government Relations Department which may include one or more staff persons. Carries out supervisory responsibilities in accordance with the Puyallup Tribe of Indians personnel policies and procedures, and all applicable laws. Responsibilities include interviewing, hiring, coaching and training employees; planning, assigning, and directing work; appraising performance; rewarding, recognizing and counseling employees; addressing complaints and resolving problems.

Education and/or Experience
Bachelor’s degree (B. A.) from four-year college or university in Public Administration, Business Management, Political Science or a related field and five years of progressively responsible experience in Tribal government relations, or comparable administrative experience in the public sector. Must demonstrate supervisor knowledge. Experience and knowledge using word processing and spreadsheets (i.e. Word for Windows, Excel, Access, etc.) is required.

Employee is expected to exercise considerable initiative and sound judgment in carrying out assigned duties.
Must demonstrate ability to make comprehensive presentations to a variety of audiences and performs complex, confidential and sensitive assignments.
Must demonstrate strong research skills to develop recommendations on a variety of Tribal wide issues, pending legislation and other administrative issues.

Employee must demonstrate the ability to interact tactfully and positively with Tribal members, all levels of staff and management. Ability to maintain a high level of confidentiality. Ability to read, analyze and interpret common professional journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from staff and regulatory agencies. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions. Ability to effectively present information to management, employees and groups of people.
Mathematical Skills
Ability to work with mathematical concepts such as fractions, percentages, ratios, and proportions and apply them to practical situations.

Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Licenses and Certificates
Must have and maintain a valid and unrestricted state driver’s license and proof of insurance. Driver’s License must not contain any restrictions that would otherwise prevent an employee from driving a GSA vehicle.
