Alcohol, Tobacco, and Cannabis Commission (ATCC) is tasked with supporting the Maryland Cannabis Administration (MCA) in the regulation.

The mission of the ATCC is to advance public safety, support economic growth, and reduce public harm by promoting the responsible sale and consumption of alcohol, tobacco, and cannabis products through consistent administration and enforcement of laws and regulations, as well as the strategic integration of process management, functional expertise, and the study of operations and administration of similar laws in other states and countries.

The mission of the Field Enforcement Division of the ATCC is to protect consumers from illicit alcohol, tobacco, and cannabis products entering the marketplace as well as ensuring state revenues are protected. The Field Enforcement Division provides guidance to the alcoholic beverage and tobacco industries through a program of inspection, education, and enforcement to ensure compliance with state laws and regulations. The Field Enforcement Division strives to maximize a culture of compliance with the alcohol, tobacco and cannabis laws and regulations of the state by being adaptable to statutory changes and product evolution, employing modern technology, and advancing state-wide consistency in enforcement.

Main Purpose of Job

Aids with the collection, data entry, and maintenance of customer submitted applications. Performs duties associated with Wine & Distilled Spirits Credit Control functions, Beer Franchise distributorships, and alcoholic beverage labeling requirements. Assists with the processing of license and permit applications and the maintenance of records for the Alcohol and Tobacco Licensing Unit of the Alcohol, Tobacco, and Cannabis Commission’s Field Enforcement Division (FED). The Field Enforcement Division has the responsibility of regulating the manufacture, sale, storage, transportation, distribution and promotion of alcohol and tobacco products. By carrying out the duties and responsibilities in an equitable, efficient, and effective manner, this position helps to support the goals of the Division.

POSITION DUTIES

Issues new and renews existing alcohol manufactures and wholesalers licenses and various alcohol permits, to include family beer and wine facility, import/export, individual storage and/or transportation, non-resident dealer, resident dealer and/or storage, public storage and/or transportation, brewers’ special event and private bulk sale and/or bulk transfers, direct wine shippers permits. The License Specialist also issues new and renews existing tobacco and electronic smoking device (ESD) wholesale and manufactures licenses using the Salesforce licensing system. Assist with the generation and issuance of state VIDS under existing PT Permit accounts. Compliance with Alcohol Beverage and Cannabis Article, Business Regulation, and Tax General Article of the Annotated Code of Maryland is verified. License and certain permits are prepared, and all data is entered on-line to activate or renew each license or permit approved by the supervisor or manager of the Alcohol and Tobacco License Unit. Answer calls pertaining to Alcohol, & Tobacco licensing and regulation. In-person contact with Truck Drivers seeking Public Transportation permits.

Collects Monthly Reports of Violations, Suspensions, and Revocations from the alcohol license issuing authorities in the various counties of Maryland. Compiles data from these reports for the Alcohol and Tobacco Annual Report.

Responsible for the updating and monitoring of six credit control lists to comply with Regulation 14.23.01.03. Assists in processing transactions and maintains records of accounts in the preparation of records in compliance with Regulation 14.23.01.12 for the Worcester County Beer Credit Control.

Responsible for receiving Beer Franchise forms, examining data for accuracy, and entering supplier/wholesaler information into database in compliance with Regulation 14.23.03.01. Scans all Beer Franchise forms into Cabinet

 

Provides support for the other units within Field Enforcement during peak periods. Knowledge and ability to utilize several complex computer systems while performing various tasks and functions as required by organizational needs. Examples include, but are not limited to, respond to customer service calls, respond to customers correspondence. Scanning of all ATCC documents into Cabinet or other locations. Distributes information literature to alcohol and tobacco industry members to promote voluntary compliance with the alcohol and tobacco tax laws.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Intermediate proficiency with Microsoft Office applications and Adobe Acrobat applications.

One (1) year of prior work experience with a licensing or regulatory unit of a local, state, or federal government agency.

One (1) year of prior work experience processing applications.

One (1) year of prior work experience critically researching and examining business entities.

One (1) year of prior work experience with data entry.

One (1) year of prior work experience providing customer service both over the phone and in person.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
