Media Report: Berlin stalls on implementing “Cannabis Social Clubs”

Cannabis Social Clubs become legal in Germany from July 1 but, in Berlin, things are stalling.

Germany legalised the consumption of cannabis back in April. According to the legal framework, the beginning of July was supposed to mark the start of the second phase of the legalisation process: the time when prospective growers are allowed to group together to form non-commercial “Cannabis Social Clubs” to cultivate and distribute the plant among their membership. And yet, in Berlin, things are stalling.

The city has still not set up any central authority with the power to approve potential candidates for Cannabis Social Clubs, nor have they provided any sample forms for the application, nor named contact persons to which potential questions on the process might be addressed.

So, what’s going on here? The law was originally planned to come into effect in January, so there has been more than enough time to prepare, but there has been some suggestion that the state is deliberately stalling. Without any central guidelines for approval, the responsibility will fall in the meantime to the individual districts as an emergency solution.
