Introduction
The mission of the Alcohol, Tobacco & Cannabis Commission (ATCC) is to advance public safety, support economic growth, and reduce public harm by promoting the responsible sale and consumption of alcohol, tobacco, and cannabis products through consistent administration and enforcement of laws and regulations, as well as the strategic integration of process management, functional expertise, and the study of operations and administration of similar laws in other states and countries. The Alcohol, Tobacco, and Cannabis Commission (ATCC) is also tasked with supporting the Maryland Cannabis Administration (MCA) in the regulation of the medical and retail cannabis industries in Maryland.
The mission of the Field Enforcement Division (FED) of the ATCC is to protect consumers from illicit alcohol, tobacco, and cannabis products entering the marketplace as well as ensuring state revenues are protected. The Field Enforcement Division provides guidance to the alcoholic beverage, tobacco and cannabis industries through a program of inspection, education, and enforcement to ensure compliance with state laws and regulations. The Field Enforcement Division strives to maximize a culture of compliance with the alcohol, tobacco and cannabis laws and regulations of the state by being adaptable to statutory changes and product evolution, employing modern technology, and advancing state-wide consistency in enforcement.

POSITION DUTIES
The incumbent will assist the Alcohol, Tobacco & Cannabis Commission’s (ATCC) Field Enforcement Division (FED) Director and Deputy Director in the administration and enforcement of the laws, regulations, and licensing/permitting requirements pertaining to alcohol, tobacco, and electronic smoking devices (ESD) products. The incumbent will perform the function of Administrator and Senior Manager of the Regulatory and Administrative Services Bureau of the FED, which provides direct supervision to the Regulatory & Research Section, Property & Facilities Manager, Essential Shared Services Bureau and Human Resources Officer, along with providing supervision to other lower-level managers and supervisors. The incumbent will provide oversight and assist with licensing/permitting, the budget, procurement needs, establishing best practices, training bulletins, published advisories, research projects, studies, reporting requirements, and recruitment. Develops and promotes strong working relationships with the alcohol and tobacco industry, representatives of the federal government, local liquor boards, local health department officials, and other select state agencies and other States’ alcohol and tobacco regulators. Through these working relationships in industry and government, gain knowledge and insight of regulatory issues and concerns of affected parties. The incumbent will be responsible for responding to written and oral inquiries from the public, industry members, related state regulators, and local licensing boards regarding questions of interpretation and Division policy and procedure.
The incumbent interprets and evaluates alcohol and tobacco laws and regulations. Makes recommendations to Director and/or Executive Director related to the modification to, or creation of alcohol and tobacco laws and regulations. Consults with Director, Executive Director, and Legal & Legislative Division to help develop new regulations that are applicable to the ever-evolving alcohol and tobacco industries. Provides legislative support to the Director and/or Executive Director, by offering analysis of legislation affecting the alcohol and tobacco laws.
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the candidate have the following desired or preferred skills and experience:
Three (3) years of delivering customer service and providing resolutions to customer service issues and complaints
Two (2) years experience working with the State of Maryland alcohol, tobacco, and cannabis laws, regulations and policies
Two (2) years experience with project management
